Stryker has reviewed and fully supports the petition submitted by Karl Storz (Docket Number FDA-2022-P2644) to reclassify diagnostic endoscopic light source systems under product code OAY from Class III to Class II. The petition comprehensively demonstrates that General and Special Controls are sufficient to provide reasonable assurance of the safety and effectiveness of these devices.
We also support the numerous comments in favor of reclassification that have been submitted to the docket by medical professionals, a large bladder cancer patient advocacy group, individual patients, other medical device manufacturers, and the manufacturer of the FDA approved drug product with which these devices are used. We note that all comments submitted to the docket to date have supported the reclassification.
Like other commenters, Stryker believes that reclassification is in the best interests of patients and healthcare providers. Reclassification will likely result in the availability of additional devices for the diagnosis of bladder cancer in the United States, which will significantly benefit public health by increasing access to safe and effective devices.
We also note that FDA, on its own initiative, self-identified this product code as a candidate for reclassification several years ago
Accordingly, we support the petitionerâs request. Furthermore, in light of the reported shortage and/or discontinuation of one of the only PMA approved devices as described in the docket comments, we urge FDA to expeditiously take all administrative actions necessary to complete the reclassification of medical devices associated with product code OAY from Class III to Class II
