The Minister of Economy, Innovation and Energy in Quebec, Pierre Fitzgibbon, commented recently on the imminent electricity energy shortage in the province. According to the press coverage, Minister Fitzgibbon was quoted ‘Electricity, it will surely run out’. (Links to the media articles can be found below). Despite its significant hydropower resources, the province of Quebec is anticipating a shortfall of between 100 terrawatt hours (approximately 50% of its current production) and 150 Terrawatt hours by 2050. While the Government plans to build more wind turbines, Minister Fitzgibbon notes that the real challenge is what can be done in the short term. He was also quoted saying ‘Quebecers must be frugal with the megawatts we have left.’ As a result of this shortfall, the Government of Quebec plans to introduce a bill next year that could require industrial consumers to reduce their energy usage during peak periods. Residential consumers could also be called upon to reduce their electricity consumption. He did not rule out imitating France ‘which recommends lowering the heating of residences to 19 degrees Celsius’. As previously noted in its third quarter 2022 report, with a secure supply of local natural gas, Questerre believes its Clean Gas could help Quebec free up critical electricity.

Ja gassen kommer i Quebec, tror bare Legault trenger noen pådrivere slik at han kan skifte mening på en troverdig måte.

Bjorn Inge Tonnessen with Questerre Energy says that Canada could play a vital role in providing natural gas resources to Europe.

Om det åpnes for utvinning i Lowlands, vil det bli en euforisk stemning, med ekstrem god oppside i “valuation” .

Compelling frontier shale gas play
We re-initiate coverage on Questerre Energy Corp (QEC NO) with a Buy recommendation
and target price NOK 23 per share.
• The Utica play appears to be one of the most promising emerging shale plays in North
America, and Questerre should be located in the sweet spot.
• The upside from today’s share price is tremendous, with a blue-sky potential NAV/share of
NOK 170.
Best case – NAV of NOK 170/share
Pinpointing the value of Questerre’s Utica shale assets is impossible, as the shale still is in
an early stage of development and there are still larger uncertainties surrounding several
important valuation input parameters.
It is however not difficult to see that the upside potential is huge in a best case scenario.
Expected recovery rates for the more established shale plays are in the core areas between 20 and 40%, and 10-20% is regarded as a good initial estimate of what can be expected from a new shale play. If we value the Utica acreage using a 20% recovery and a
best case estimate of 150 bcf/section of gas-in-place in the Utica, we reach an unrisked
NAV of NOK 170 per share (without applying any value to other horizons in Quebec,
Lorraine and Trenton-Black-River).

i 2015 gikk kursen til ca 10kr på rykter om åpning i Quebec, og da eide QEC kun 25% av feltet. Nå sitter de på hele, etter at de overtok Repsol sine 75%. Så oppsiden ved tillatelse utvinning, er enorm.
Etter Repsol dealen kommer selskapet til å eie rundt 1 mill net acres
THE BUSINESS CASE — Questerre Energy’s board chair, a Norwegian named BJORN INGE TONNESSEN , visited Ottawa last week with a blunt message about his company’s ambition for Canadian liquefied natural gas exports to Europe.
“We are here to say that Prime Minister Trudeau is wrong,” Tonnessen told Playbook while he was in town.
— Flashback: When German Chancellor OLAF SCHOLZ visited Canada last August, Globe and Mail reporter STEVE CHASE asked the PM at a Montreal press conference about the prospect of LNG exports to Europe in the next five years.

“There are a number of potential projects, including one in St. John’s and some others, that are on the books for which there has never been a strong business case because of the distance from the gas fields, because of the need to transport that gas over long distances before liquification,” he said, referring to gas deposits in western Canada.
Trudeau acknowledged the “new context” — i.e. the war in Ukraine — could make a business case for LNG exports as European markets search for alternatives to Russian energy. But the damage was done. The PM’s critics howled.

Tonnessen says the company could be exporting LNG by 2025. Save for one hitch.

— Evolving rhetoric: Quebec’s finance minister, ERIC GIRARD , hinted at a shift in thinking during a radio interview last July. Asked about a different LNG proposal, Girard appeared to suggest an openness to projects with firm commitments from customers that would replace coal or oil — and environmentally responsible operations.
Tonnessen claims his company ticks those boxes in Quebec. He’s “feeling more and more positive” about his company’s prospects these days. He came to Ottawa in search of customers.
"Premier Blaine Higgs said he wants natural gas to start being developed in New Brunswick and tied it to the recent licence extension won by Saint John LNG. He made the statement during his February 9 state of the province address.
The facility was granted approval to extend the start date of its natural gas export licence, from 10 to 14 years. The company now has until 2032 to begin exports of LNG.
“We have exceptional natural gas resources right here in our province that, if developed responsibly, in partnership with First Nations, could displace coal, displace oil, and lower emissions across Atlantic Canada,” Higgs said.
“But we will need to move quickly.”"
